About Optima

Leaders in Legal Publishing Optima became a key player in the publishing of Zimbabwean Legislation in 1995 when we initiated the 1996 Revised Edition of the Statute Laws of Zimbabwe: which remains the current source of Acts, as updated by the Principal and Amending Acts promulgated thereafter.

Following the 2000 Berne Convention placing Legislation and Judicial decisions into the public domain, Optima offers a regional and international information service which is proving a reliable, affordable and, with the Internet, a more accessible service to our Subscribers and browsers.

Optima’s publications therefore do not pretend to be official in terms of the Statute Law Compilation and Revision Act [Chapter 1:03], yet offers its resources to all concerned with the latest version of the Acts in force in Zimbabwe. Its choice of updated Subsidiary Legislation and General Notices is limited to those of interest to the financial and commercial sectors. Optima currently offers 7 libraries :-

Adv Jeremy Lewis


Was called to the Bar by Gray’s Inn, London in 1967 where he practised as a pupil for a year in the Temple before coming home for National Service. Was admitted as an Advocate in 1969, as an Attorney and Notary in 1974 and as a Conveyancer in 1980 when he opened practice in Mutare after Independence for 9 years before returning to Harare as manager of the Von Seidlel Grindlays Trust Company, Medical Air Rescue Company,  National Pharmaceutical Council for 2 years each before serving as Agent in ZImbabwe for Butterworths for 10 years , having been admitted as a Fellow of the Chartered Institute of Arbitrators. Whereafter ZXNET Publishing facilitated the 1996 Revised Edition of Statute Laws , and continued its own loose leaf Tax Service until 2006 when Optima launched its own electronic Libraries.

Andy Bates developed the first online Legal Library "Books on Screen"  in UK In 1995, and wrote for Optima in 2006 its bespoke Application and Licence Control Manager. He continues to mark up all the quarterly Updates for downloading by OptimaLegal subscribers.
